Dear Prakhar,
never heard about this cool transaction SOLAR_EVAL. 
To give everybody an impression:
choose "Documentation"
... then choose only "Checked Out" ....
.... and start the Report and get
But this shows unfortunatly not the user, which has checked-out the document. 
Ok ... a nice standard solution with little gaps. Hopfully this will be enhanced sometime.
