Trigger Email to new owner of the Lead

Hi,

Our requirement is to trigger an email to new owner of the Lead.

System has to send an email notification to the new owner of the lead whenever the Owner of the Lead changed.

I tried with workflow , but in the Recipient determination Owner is not available.

Sales Responsible Employee in the above list is not same as Employee responsible.

Is there any other way to trigger an email?
